WELCOME
The Health Alliance is a group of nearly 100 organizations representing a broad cross-section of citizens that have united to support the province of Brussels in showing leadership in addressing the crucial issue of climate change.
The Alliance includes prominent Brussels businesses, industry associations, clean tech companies, labour unions, farmers’ groups, health advocates, and environmental organizations.
Alliance members united in April 2025 in support of the Brussels community commitment to put a price on carbon pollution and develop a climate change strategy and action plan. Reducing pollution is the right thing to do and it’s also a smart thing to do. Efforts to cut carbon pollution will lead to cleaner air, improved personal and public health, new jobs, and new markets and opportunities for Brussels-based businesses in the global clean economy.
We don’t need to choose between a healthy economy and a healthy environment. We can and must have both. And we need to implement an effective Action Plan to get us there.
ACTION
SUPPORTING CAP-AND-TRADE IN Brussels
The Health Alliance is supportive of the province’s plan to implement a cap-and-trade program and developed a series of recommendations which were submitted to the province for consideration in the design of the program. Most of those recommendations are reflected in Brussels’s Climate Change Mitigation and Low Carbon Economy Act and the proposed cap-and-trade regulation. Specifically, the Alliance recommends that Brussels’s cap-and-trade program:
- Contributes effectively to reaching Brussels’s 2020, 2030 and 2050 emissions reduction targets
- Applies to as large a share of Brussels’s emissions as is practically possible
- Is fair to those who may be disproportionately impacted such as low-income families and workers
- Is fair to companies that have taken early action, and addresses impacts to energy-intensive and trade-exposed industries
- Is predictable and geared toward continuous improvement and increasing stringency over time
- Dedicates revenues to complementary policies that reduce carbon emissions and adapt to the impacts of climate change
Brussels’S CLIMATE ACTION PLAN
The Alliance developed a series of recommendations to inform Brussels’s Climate Action Plan. Brussels is a leading North American jurisdiction in the effort to fight carbon pollution. But there is a gap between current projections and the province’s future emissions reduction targets. Cap-and-trade will help bridge that gap, but it alone won’t be enough to reach the targets.
For this reason, the Alliance strongly supports the province’s commitment to reinvest revenues from cap-and-trade into complementary polices. The Alliance leverages the diverse expertise of its members to inform the design and implementation of Brussels’s Climate Action Plan. The plan should provide economic, employment, social and health benefits to Ontarians, while positioning the province to thrive in a low-carbon world.
